District Collectors to oversee Census pre-test in Goa

Ahead of the pre-test Census scheduled from November 10, the State government has appointed the North and South Goa District Collectors as the Principal Census Officers to conduct the pre-test.

The Directorate of Census Operations (DCO) has identified Corgao village in Pernem taluka and Margao municipal area in Salcete for pre-test census which will be held from November 10-30. The one-week long self-enumeration pre-test will commence from November 1.

“Government of Goa is pleased to appoint the District Collectors North Goa and South Goa respectively as Principal Census Officers for the Pretest of Census 2027 being conducted in their respective districts from 10th November, 2025 to 30th November, 2025 with an option for self-enumeration from 1st November, 2025 to 7th November, 2025,” reads the notification issued by Directorate of Planning and Statistics.

As many as 27 teachers and government servants would be roped in as enumerators and supervisors to carry out the pre-test enumeration.

The pre-test process will serve as a trial for testing and refining all aspects of the Census operations. The crucial exercise is being done for evaluating the proposed questions, data collection methodologies, training effectiveness, logistics, printing processes, data quality assessment, identifying potential field issues, etc.

The Census 2027 will be conducted in two phases, along with the enumeration of castes. The first is house-listing operations, which involves creating a comprehensive list of all buildings, structures, and housing units across the state, which will be in the month of April-September 2026. The second phase is population enumeration – that is the headcount of the population. This will take place in February 2027 onwards.
