The State government has, through a notification brought down the domicile requirement, for private agencies to employ security guards in the state from the earlier 10 years to five years.
The notification issued by Undersecretary (Home) Neetal Amonkar, has effected an amendment in rule 13 of the Goa Private Security Agencies Rules, 2008 to bring down the domicile rule to five years.
"The licensee shall ensure that the person to be employed or engaged as a supervisor or a private security guard other than the person specified in sub-section (3) of section 10 of the Act, is a resident of the State of Goa, for at least five years: Provided that at least 50% of such private security guards and supervisors shall be local residents," the amended rules read.
Prior to this, the government had amended the rules to mandate that a person to be employed as a private security guard had to be a resident of Goa for at least ten years.
However, in view of the fact that security agencies have continued to fail to recruit locals citing a host of
reasons ranging from the reluctance of locals to work as security guards to the unavailability of labour, the ten year rule was never practically implemented.
