The Congress has alleged that the clearances on files by CM Manohar Parrikar via email from the USA, where he is being treated, are dubious.
In a letter handed over to the SP of Police, Crime Branch, Panaji, on Friday, GPCC spokesperson Sidhanath Buyao raised the suspicion that on account of CM’s ill-health health it was highly doubtful that he was personally accessing emails. Clearances were being issued in his name by someone else seated in Goa, he alleged.
“The entire administration system and day-to-day affairs of the state are being carried out through alleged emails and phone. Even though no current information about his physical and mental health is available, it is an internationally accepted norm that any serious health condition impairs one’s cognitive abilities including memory, thinking and decision-making,” Buyao stated.
According to the Congress, the gravity of the CM’s illness and his deteriorating health condition is evident in his two-minute video addressing Goans that he released on the occasion of Statehood Day. A note from the CM himself bearing No. 1/3/2018/CM/164 dated 28th February 2018 has said that doctors treating him have advised him to avoid physical contact with files because of a possibility of secondary infection.
“This would make it seemingly impossible to work with any smart device, computer, and to send and receive emails.”
In these circumstances, Buyao in the letter says a “grave suspicion as regards to whether some other individual using the CMs account is sending the emails thereby raising apprehensions of cheating, fraud, misrepresentation, larger criminal conspiracy to defraud and misrepresenting, cheating by impersonation for larger financial gains by certain individuals.”
Buyao, therefore, said that this particular series of emails should be thoroughly investigated by tracking the IP address from where such emails have been addressed and investigate the complaint accordingly so that offences against alleged wrongdoers can then be registered in accordance with the law.
