Dramapur-Sirlim: Thumbs down to Bhumiputra Bill

The Bio-diversity Management Committee of Dramapur-Sirlim Panchayat has unanimously resolved to request the Government to scrap The Goa Bhumiputra Adhikarini Bill, 2021 on the plea that it will widely affect the existence of the villages if decisions on establishing rights to residents are given merely on 30 years criteria.

The meeting chaired by Chairman Dominic Norohna further resolved that the Mundkarial Act cases be dealt with in a time Bound manner as residents have been stuck in Courts over their claims for years, which is against the interest of the Goan.

It is further resolved that the Government through its appointed Communidade Administrators take a complete audit of all the local Communidade bodies across Goa, to identify all the illegal encroachers over these land and grant speedy procedures to restore such lands to its original, as it is a part of Bio Diversity ,which establishes the written history of our past.

The members unanimously resolved that the entire Goa Bhumiputra Adhikarini Bill sands rejected in Toto as it against the principles of maintaining Bio Diversity of the villages.

Besides Dominic Noronha, the meeting was attended by members Delano Da Costa, Francisco Dias, Sanjana Chari and Secretary Mohan.

During discussions, Committee members observed that the Bill has overriding effects on the powers over the Panchayat Raj Act and can widely effect the Bio Diversity, if decisions are taken by a Adhikharini, who would not being having local knowledge of the existence of our beautiful villages.

Members further observed that the Goa Building and Regulation Act would be destabilized with such a Bill taking shape, as a Technical Clearance Order becomes a part of the Construction licence as per the given laws in place.

The resolution adopted by the Bio-diversity Management Committee has come three days after the Panchayat meeting chaired by SarpanchSanjana Chari had discussed the controversial Bill. Panchayat member Netty Ferrao had tabled resolutions to oppose the Goa Bhumiputra Adhikarini Bill and he Goa Panchayat Raj  (Amendment) Bill, 2021 seeking to regularize encroachments on Communidade land.
