MAPUSA: Virtually labelling the central government’s no-detention policy flawed, Deputy Speaker Michael Lobo on Thursday said that an automatic promotion in elementary education must be stopped and students who fail examinations should be kept behind.
“Some children do not study because they are aware that they will be automatically promoted to the next class. As a result, when the students reach class 9 they cannot cope up with the matter get relegated,” Lobo said.
Lobo was speaking to the media after a function in a school in Mapusa on Thursday.
Speaking further, he said, besides students, parents also do not take that much interest in the studies of their children.
He said some parents, whose wards are admitted in well-known educational institutes, take good interest in the studies of their children.
“I feel education should be equal to all the children and therefore, the no-detention concept should be stopped,” Lobo said.
He said that the quality of the education suffers because of the no-detention policy.
It may be recalled that the central government introduced the no-detention policy in 2009 under article 16 of the Right to Education (RTE) Act.
The article states that no child admitted in a school shall be held back in any class or expelled from any school till the completion of their elementary education.
This policy is hotly debated and has often been the centre of many controversies since its introduction.
