The Goa Coastal Zone Management Authority (GCZMA) has issued a show-cause notice to Subhash Palni, directing him to explain why unauthorised constructions on Survey No 209/3 in Aldona should not be demolished and the land restored to its original condition, for alleged violations of the Coastal Regulation Zone (CRZ) Notification, 2011.
In its notice, the GCZMA has also instructed that no further civil work be carried out at the site until the matter is resolved.
According to the coastal authority, an inspection revealed grossly illegal constructions within the CRZ area, carried out without obtaining prior approval from the GCZMA, as mandated under the CRZ Notification, 2011.
The inspection report noted that the property was enclosed with a masonry wall and fencing, and featured a ground floor RCC structure, a permanent masonry building with GI sheet roofing, and a well.
The GCZMA emphasised that all construction, reconstruction, development, or repair activities within 100 metres of a river or 500 metres from the sea require prior approval under CRZ norms.
According to complainants Devidas Panjikar and Thomas Tavares, the construction was allegedly carried out close to a river.
“In exercise of powers under Section 5 of the Environment (Protection) Act, 1986, you are directed to show cause as to why an order to demolish the structures and restore the land should not be issued,” said GCZMA Member Secretary Sachin Desai in the notice.
Palni has been asked to submit relevant approvals, construction licences, sanctioned plans, and title documents to the authority before June 26.
He has also been directed to appear for a personal hearing on the same day at the GCZMA office.
