Chief Minister Pramod Sawant on Friday invited pharmaceutical companies to invest in Goa, assuring them that the State government was open to proposals for new manufacturing facilities, expansion of existing units and research partnerships.
“The government is open to discussions with companies looking at new investments or the expansion of their existing operations,” Sawant said while addressing the IPA Leadership Summit attended by Indian pharmaceutical industry leaders.
Highlighting Goa’s established manufacturing base, Sawant said the State produces around 12% of the medicines manufactured in India, while pharmaceuticals and medical devices contribute approximately 10% of Goa’s GDP.
“The presence of established pharmaceutical companies has helped Goa develop into a recognised manufacturing and export hub. More than half of the 23 companies represented by the IPA have manufacturing plants in Goa,” he said.
The sector employs around 20,000 people, with further growth expected as companies expand their operations.
Sawant also called for closer collaboration between pharmaceutical companies and educational institutions to develop skills and create specialised employment opportunities for Goan youth. “We are equally interested in opportunities that can connect the industry more closely with our educational institutions. These partnerships can help develop skills and provide more Goans with access to specialised employment,” he said.
He said young people could find opportunities in manufacturing, engineering, quality assurance, operations, regulatory affairs and research.
India ranks third globally in pharmaceutical production by volume and is the largest supplier of generic medicines, accounting for around 20% of global supply. The industry’s annual turnover reached approximately Rs 4.72 lakh crore in 2025, while pharmaceutical exports grew at an annual rate of 7% between 2015 and 2025, he said.
He said Goa aimed to remain an important contributor to India’s pharmaceutical manufacturing and exports as the country works towards the Viksit Bharat 2047 goal. “The theme of this summit, including the future of Indian pharma and the IPA vision of the 2047 strategy, is therefore very relevant to Goa as well,” he said.
