In a major push towards strengthening digital infrastructure and bridging connectivity gaps, Goa government today signed a Memorandum of Understanding (MoU) with Starlink Satellite Communications Private Limited to explore high-speed satellite-based internet solutions across the State.
The partnership aims to enhance digital inclusion, support smart governance initiatives and strengthen disaster resilience, particularly in remote and underserved areas where terrestrial connectivity remains limited.
The MoU was signed in the presence of Chief Minister Dr Pramod Sawant, Minister for Information Technology, Electronics & Communications Rohan Khaunte and others. Starlink Satellite Communications Private Limited was represented by its Head for India, Prabhakar Jayakumar.
Speaking on the occasion, Sawant said the collaboration reflects the State government’s commitment to leveraging advanced technology for inclusive growth. “Our vision is to build a digitally empowered Goa. Partnering with Starlink is an important step towards ensuring reliable connectivity even in the most remote parts of the State, while also strengthening our preparedness for emergencies and disasters,” the Chief Minister said.
Rohan Khaunte said the MoU would help transform governance and public service delivery. “By harnessing satellite internet technology, Goa can bridge the digital divide, improve efficiency in governance and enhance citizen services. This will also strengthen Goa’s appeal as a destination for investment, tourism and talent,” he added.
Under the agreement, DITE&C and Starlink will jointly explore pilot projects to provide satellite broadband connectivity to select locations, including government schools, healthcare institutions and disaster management centres. The collaboration will also focus on improving coastal safety and emergency response systems through reliable, high-speed connectivity.
According to officials, the partnership will further look at capacity-building initiatives through training, development of affordable tariff structures for socially beneficial use cases, and deployment of connectivity solutions for public infrastructure linked to smart governance, tourism and coastal development.
Starlink Satellite Communications Private Limited is the Indian entity of SpaceX’s Starlink satellite internet service, which provides broadband connectivity using a low Earth orbit satellite constellation.
With this MoU, the State government said it aims to build a resilient and future-ready digital ecosystem that supports innovation, economic growth and citizen welfare, while ensuring that connectivity reaches every corner of Goa.
