Goa Police has proposed externment proceedings against only 55 of the 149 history sheeters registered in the last five years. Details submitted by Chief Minister Pramod Sawant to an unstarred question by Leader of Opposition Yuri Alemao mentioned that each of the 28 police stations, excluding Vasco Railway, has at least one registered history-sheeter.
The reply however does not mention the total history sheeters externed. The government has further refused to release the identity of these accused, citing Rule No 37(15) of The Rules of Procedure and Conduct of Business of the Goa Legislative Assembly 1992.
According to the data for 2020 to June 15, 2024, Margao police station has the highest number of 19 history sheeters, followed by 14 at Vasco PS, Calangute with 12, and Verna and Maina-Curtorim each with 10.
The data also reveals that externment proposals were sent for less than half of the total history sheeters, with six each from Margao and Verna, and five each from Colva, Cuncolim, and Vasco.
Asked about measures to refrain from repeating crimes, the Chief Minister stated that besides regular check/surveillance on all history sheeters, surprise visits are made to their houses. The history sheeters are also summoned at the police stations for enquiries regularly to have a deterrent effect.
“Timely action under section 110 CrPC and section 129 of BNSS 2023 are initiated against the history sheeter in order to maintain peace in the locality. Call details are analysed from time to time and externment proposals are sent against them,” the Chief Minister stated while refusing to divulge FIRs against them and case status.
