Goa has made a sharp 10-place jump in the national electric mobility rankings, emerging as the fifth-best performing State in the India Electric Mobility Index (IEMI) 2025, with a score of 65.
Goa, which was ranked 15th in the previous edition with a score of 43, has moved into the ‘Top Performer’ category, according to the India Electric Mobility Index 2025: Tracking Electric Mobility Trends in Indian States report, released earlier this week.
The State’s rise has been driven in part by its strong uptake of electric vehicles among private users. The State recorded a 12 per cent private EV adoption rate in 2025, the second-highest in the country, covering electric two-wheelers and cars.
Goa’s score of 65 places it behind Delhi (84), Maharashtra (78), Karnataka (73) and Chandigarh (71). It has, however, overtaken Tamil Nadu, which slipped to sixth despite improving its score from 59 to 61. The report specifically identifies the coastal State as a fast-rising performer in the 2025 rankings.
The report also highlights State’s measures to strengthen charging infrastructure. State’s charging Infrastructure Readiness, showed immense improvement where it scored 92 out of 100, an increase of 54 points over the previous year. The State provides a subsidy of up to Rs 8 lakh for setting up public charging infrastructure, covering electricity infrastructure costs associated with charging stations.
In comparison, the State scored 53 in Transport Electrification, with no change from 2024, while its score in EV Research and Innovation stood at 51, improving by 22 points.
Goa secured full marks in several charging infrastructure indicators, including charger-to-vehicle ratio, capital subsidies, charging infrastructure development initiatives, building bylaws for EVs and power availability. However, its relatively lower scores in commercial EV adoption, EV startups and research and development indicate areas requiring further attention.
As part of its transition plans, Goa has proposed identifying Panaji Smart City, heritage zones, tourist zones, airports and railway stations for transition to areas with 100 per cent mandatory EV adoption.
The report, however, points to areas where Goa needs to expand its electric mobility ecosystem. It recommends greater focus on commercial EV adoption, along with measures to promote EV-related startups through research and development, Centres of Excellence and enhanced skill development.
The IEMI evaluates States and Union Territories across three broad areas -- transport electrification, charging infrastructure readiness, and EV research and innovation. Transport electrification carries the highest weight at 50 per cent, followed by charging infrastructure at 30 per cent and research and innovation at 20 per cent.
Goa has a geographical area of 3,702 sq km and a population of around 16 lakh, according to the report. Its estimated GSDP was Rs 64,137 crore in 2023-24, based on MoSPI data.
