The three-member committee appointed by the government to look into regularization of contract/daily wage labourers in urban local bodies in the State has recommended regularization of all those contract workers, who have completed five years of service and fulfill 75 per cent attendance criteria.
The proposal will immediately benefit around 660 contract workers employed in 13 municipalities and the Corporation of the City of Panaji.
With 256 employees on daily wages, CCP has maximum contractual staff, while Sanguem council has none. “Since it has been a long pending demand, we have recommended regularization of contract workers strictly as one-time measure,” said Sandip Falari, panel chairman. The three-member committee headed by former Mapusa Municipal Council chairperson Sandip Falari submitted its report to the Director of Urban Development J Ashok Kumar on Thursday.
Ponda Council Chairperson Radhika Naik and the commissioner of CCP were other members in the committee.
According to the report, contract workers will include sweepers, peons, clerical staff, watchmen/security guards, who have completed five years or more in service and reported 75 percent attendance at work.
The committee has also advised putting a stop to employing workers on contract basis in future. “Henceforth, the practice of engaging contract/daily wage workers should be discontinued. Contract labourers could be used only during pre-monsoon works or in case of incidents of disaster management,” said Falari. He said the idea was to exhaust the list of contract workers whose regularization demand was pending for long.
