He further said that the government would also come out with a legislation, with a provision that open spaces vests automatically with the local bodies, saying this would curb rampant encroachments of the open spaces by scrapyards and other illegalities.
The TCP minister visited Goulliwaddo area of Fatorda constituency, which was rocked by a series of explosions and fire to a scrapyard in a residential locality. After giving a patient hearing to the local residents, who complained of the nuisance p
osed by the ill-fated scrapyard, the TCP minister told the media that no scrapyard will operate in a residential locality from the next financial year. "Before visiting the scrapyard here, I had discussed the issue of scrapyards with Chief Minister Manohar Parrikar who said the government will table a Bill in the Budget session of the Legislative Assembly banning scrapyards in residential localities," he said.
He, however, said the ban will be enforced only in the next financial year since the government will have to provide alternate land for the scrapyards to operate. "The scrapyards are also engaged in the work of solid waste management. When the government bans the scrapyards, it will have to find alternate land, such as designated zones so that the scrapyards continue to do the work of solid waste management,"
he said.
When his attention was drawn to reports that the Goulliwaddo has been operating from an open space, the TCP minister said he would find out from the Margao Municipality the status of the scrap yard and the open space. "If the scrapyard is indeed operating from the open space, the Margao Municipality will initiate the proceedings to remove the encroachments," he added.
