Govt opens door to shacks, but subject to GCZMA nod

The Tourism Department has invited applications for 367 temporary beach shacks on identified beach stretches for the three-year tourist season during 2016-19, even as it has clearly stated that the final allotment of shacks will be done only after receiving approval from Goa Coastal Zone Management Authority (GCZMA) and the same would be binding on applicants.

The Tourism Department has, however, taken a cautious decision to state that the number of temporary structures or shacks, locations and beach stretches, etc, is only indicative and the final allotment will be subject to the approval granted by GCZMA and the State Cabinet.   
The number of shacks in North Goa is 259 and the identified beach stretches categorised as ‘A’ stretches include Calangute and Candolim, while the ‘B’ stretches include Keri, Arambol, Mandrem, Morjim, Ozrant, Anjuna, Vagator, Siridao and Chapora. As far as South Goa is concerned, there are 108 shacks and the beach stretches in ‘A’ category include Majorda, Colva, Benaulim, Varca and Mobor, among others; while those in ‘B’ category include Velsao, Arossim, Utorda, Betalbatim, etc.   
While the applicant will have to submit an application form in the beginning of the season this year and pay the application fee for the entire three-year season, the annual fee for allotment of beach shack will have to be paid every year.   
The annual fees for seasonal shacks along the ‘A’ category beach stretches is Rs 45,000 for first year, Rs 50,000 for second year and Rs 55,000 for third year. While for ‘B’ category beach stretches it is Rs 30,000 for first year, Rs 35,000 for second year and Rs 40,000 for third year.   
The applicants who will be allotted shacks will have to pay 20 per cent of the beach shack fees as registration service charges; while the annual beach shack fee will have to be paid along with the application in the first year, and latest by September 15 in 2017-18 and 2018-19.
