To promote garbage treatment at source along with fuel generation and manure, the government has brought in a scheme for promotion of biogas plant for small households and commercial institutions.
The scheme, ‘Biogas Plant based on Kitchen/Organic Waste’ will be implemented through the Department of Non-Conventional Sources of Energy.
The scheme has been framed by taking into consideration the alarming problem of disposal of garbage including kitchen waste. As there was a need to dispose kitchen waste at source, the scheme will promote the disseminated system of disposal.
Also, it will reduce the use of fossil fuel i.e LPG for cooking purposes. Biogas is the cost-effective alternative fuel for cooking.
There is fast depletion of conventional energy sources as it is the global problem and there is need to utilize Non-Conventional Renewable Energy Sources at
household level and institutional level.
The biogas plant will provide hygienic, sustainable methods of disposal of kitchen garbage. Bio-slurry which can be used as liquid fertilizer in the garden by mixing three times water.
The government issued notification saying that “This plant helps the family to save min 10 LPG cylinders per year.”
Only the Ministry of New and Renewable Energy (MNRE) approved technical specifications/ISI marked models of biogas plants as approved by BIS will be eligible for promotion under the scheme.
The scheme will give grants to domestic households for a biogas plant of capacity 1 kg upto 10 kg and for plants of 10 kg to 50 kg for residential societies, institutions, hotels, canteens, restaurants.
The government will give 40 per cent subsidy, maximum upto Rs 20,000 or 30000, depending on the size of the plant for households. For institutes, the subsidy is 30 per cent with maximum sanction upto Rs 40,000.
A permanent resident of Goa and a hotel, co-operative society or institutions registered in Goa can avail the benefit of the scheme.
The beneficiaries shall have to initially bear the full cost of installation of the plant and after approval of the application Goa Energy Development Agency (GEDA) will release the subsidy. The government has sanctioned Rs 32 lakh for the scheme.
This year, the government wants to promote 80 domestic bio-gas plants for individual household units and 20 institutional purposes, hotels, hospital canteens, registered housing societies and restaurants through the scheme.
