Govt to implement child care benefit for women employees with disabilities

The Goa government has adopted the Seventh Central Pay Commission, granting women employees with disabilities a Special Allowance for child care.

In the notification, the State mentioned that the implementation is in line with instructions issued by the Union Ministry of Personnel, Public Grievances and Pensions to extend the benefit of an additional allowance of Rs 3,000 per month to eligible women employees.

The allowance will be payable from the time of a child’s birth until the child turns two years old, and will cover a maximum of two eldest surviving children.

The order further clarifies that “disability” refers to persons with at least 40 percent disability, as defined under the Ministry of Welfare’s Notification in 2001 and subsequent amendments. Importantly, the allowance amount will automatically increase by 25 per cent each time the Dearness Allowance on the revised pay structure rises by 50 per cent.

The orders have been made effective retrospectively from July 1, 2017. Officials said the step is aimed at providing additional support to women employees with disabilities, particularly those raising young children or children with disabilities.
