The hazardous waste of company M/s Nicomet Industries Limited is lying without proper disposal in the Cuncolim industrial estate. As the company is under liquidation process no one is taking responsibility to dispose off this waste as per the direction of the pollution control board.
The Goa Pollution Control Board has now decided decided to file a Miscellaneous Application before the National Company Law Tribunal(NCLT) at Mumbai with demand to comply with the direction of GSPCB to dispose ofF the hazardous waste.
Nicomet Industries Limited established in 1996 at Cuncolim Industrial Estate is presently a corporate debtor. The unit was dealing in the manufacture of cobalt metal, Cobalt Sulphate solution and crystals, Cobalt Nitrates solution and crystal, Cobalt Carbonate, Cobalt Acetate solution and crystal, Cobalt Chloride solutions, Cobalt Manganese Acetate solution, Cobalt octave Solution, Cobalt oxide, Nickel sulphate solution and crystals of Nickel metal, Nickel Carbonate, Nickel Oxide, Copper Metal, Sulphate crystal and sodium sulphate crystals.
There was a leakage in the tank near solvent extraction process at the unit and the new owner is unable to rectify it due to non-availability of funds from the Committee of Creditors.
During site inspection in June 2020, GSPBC team found approx. l500-2000MT of process waste lying in the closed shed at Plot no. M- 11. also approx. 8000 MT of waste has been disposed in the captive landfill site, which is presently closed with thin liner.
As the unit has presently stopped its operations, the Board had issued directions to carry out
different measures such as to shift all the material stored outside the premises into closed shed, to ensure that the chemicals stored in the tank are scientifically neutralised and disposed, either for recovery or recycling through authorised agency, to carryout scientific closure of the secured landfill site and create an ESCCROW account for the monitoring and maintenance of landfill site.
However as the company is under liquidation process there is no owner who can comply with directions. Therefore, GSPCB in a board meeting decided to authorise its member to file Miscellaneous Application in C.P.N0.619/I&B/MB/2018 before National Company Law Tribunal at Mumbai.
