High Court stays GHRC notice to Legislature Secy

The High Court of Bombay at Goa has granted an interim stay on a notice issued by the Goa Human Rights Commission (GHRC) to Goa Legislature Secretary Namrata Ulman over a complaint filed by a Dhongri resident.

Hearing Ulman’s writ petition, the High Court observed that the complaint did not prima facie show any human rights violation under the Protection of Human Rights Act, 1993, to warrant GHRC intervention. The Commission had earlier directed Ulman to appear before it on July 18. The High Court has now stayed this notice and issued notices to both the complainant and the GHRC, returnable on August 14.

The complaint by Gurunath Naik of Dhongri made serious allegations against Ulman and her husband, retired Goa Legislature Secretariat Joint Secretary Hercules Noronha. Naik alleged Noronha, despite retiring, has been attending the Secretariat daily since January 2025 and using an official car without authorisation. He also claimed Ulman is unfit to serve as Secretary and heavily depends on her husband for administration and Assembly work. He accused the couple of misusing government resources and engaging in unauthorised activities.

The matter will now be heard in August.
