Immobilised at the grassroots, Cong yet to notify party poll results

END 'RESULT': ORGANISATIONAL PARALYSIS!

1)

Former South Goa Zilla Panchayat Chairperson Joe Dias was elected unopposed in the polls held five months ago. He has not presided over a single meeting for want of the notification announcing his election

2)

Piedade Norohna has been elected the party block president of Fatorda constituency, but the delay in notifying the organizational poll result has only delayed plans to make the party presence felt in the constituency

During my last visit to Delhi, I had drawn attention of the party leadership on the urgent need to declare the results so that the block and district presidents take up the routine work

MARGAO: Strange as it may seem, but true that the Congress down at the grass-roots is facing a paralysis of sorts for reasons beyond the control of the state party leadership.
While Goa Pradesh Congress Committee (GPCC) Chief Shantaram Naik and his group run the show at the state level, functioning of the party organization at the district and block level has almost come to a halt. Reason: While it’s now around five months since organizational elections were conducted and completed by the party bosses, election of the presidents of the constituency-level blocks, besides the district presidents has not been officially notified by the party leadership till date.
The result is there for all to see. While the state Congress President and other state level party functionaries, besides the Mahila Congress lead the party campaign against the ruling coalition, nothing has been heard of the party men and women at the district or block level over the last few months, with Congressmen elected on the blocks waiting for the party leadership to notify the results.
When The Goan contacted GPCC Chief Shantaram Naik to shed light on the paralysis affecting the party organization at the grass-root level, he attributed the state of affairs to the delay in the declaration and notification of organization election results by the leadership. “During my last visit to Delhi, I had drawn attention of the party leadership on the urgent need to declare the results so that the block and district presidents take up the routine work,” Shantaram told The Goan.
He conceded that functioning of the party at the grass-root level has slowed down a bit over the delay in the declaration of the result. Shantaram, however, said that the Central party leadership has not declared results of the organizational polls in all the states.
The GPCC president is expected to forcefully take up the issue with the concerned central party leaders during his visit to the national capital to attend the two-day Plenary session of the All India Congress party (AICC) beginning from Friday.
Congress party leaders at the district level said that while former South Goa Zilla Panchayat Chairperson Joe Dias was elected unopposed in the election, he has not presided over a single meeting till date for want of the notification announcing his election. Says Joe Dias: “I could neither convene a meeting of the district Committee nor unveil any action plan for want of the notification. I expect the party central leadership to soon take a call on the issue. I have been told that the situation is not only true to Goa, but across the country where party organizational elections were held last year,” he said.
Block presidents-elect, who had vowed to take up the party responsibility in right earnest, say the delay in notifying the election results has come as a dampener to their plans at the block level. Take the case of the Fatorda block. TCP Minister Vijai Sardesai’s arch rival Piedade Norohna has been elected as the party block president of Fatorda constituency. Soon after her election, Piedade had disclosed plans to the media to prepare an action plan to revive the party in Fatorda, but the delay in notifying the organization election result has only delayed plans to make the party presence felt in the constituency.
