The circular issued by Under Secretary General Administration Prashant Shirodkar also said that promoting khadi would strengthen rural employment in the country.
“Khadi is the heritage fabric in India and is providing employment opportunities to lakhs of rural artisans in the country. The Prime Minister has also given a clarion call through his ‘Mann ki Baat’ to all countrymen to buy at least one product of khadi to support the rural artisans,” the circular says.
The mission of the Government of India is to “pursue the concept of khadi popularisation in a true spirit of democracy and personal choice of people underlined by an aspiration to enhance life support to the artisans who weave this earthy fabric in the broad rural expanse of India.”
“The government, therefore, appeals [to] all the employees of the Government of Goa to wear khadi fabrics voluntarily for one day in a week i.e. on Friday to pursue the concept of khadi popularisation in Goa,” the circular reads.
A copy of the circular has been sent to all heads of department with a request for compliance in their respective departments.

Adv Vikram Varma, legal counsel for Fiona Mackeown has said that in the initial stages of the probe, Goa Police tried to cover up the crime and attempted to protect the accused. “A lot of evidence was lost and immediate collection of evidence did not happen. CBI collected a lot of evidence later. Destruction of evidence leads to destruction of proof,” he said while talking to the media.
