Resolving to oppose the Major Ports Authorities Bill 2016 pending before Parliament, the Bogmalo-Chicolna panchayat has requested the government to amend those sections which would infringe on powers of local bodies within MPT’s jurisdiction.
According to information, the Mormugao Block Development Office (BDO) had sent a memorandum on the “Impact of Major Port Authorities Bill on State of Goa” to six panchayats within MPT jurisdiction and had sought their views in the matter.
Incidentally, Vasco-based environment activist Adv Savio Corriea had submitted a representation to Governor Mridula Sinha conveying concerns on the impact of the Major Ports Authorities Bill on Goa.
“When I submitted a representation to the governor, the government through the Ports Minister Jayesh Salgaonkar took the decision to seek the opinion of eight departments and autonomous bodies who have a stake in the matter.”
“These departments included Urban Development, Panchayats, Town and Country Planning, Fisheries and Goa State Polllution Control Board. The Mormugao Municipal Council has already conveyed its opposition to the Bill at the council meeting in June,” said Correia.
Corriea also informed that the Director of Panchayats had requested the Mormugao BDO to circulate his representation to Governor to six panchayats falling within MPT’s jurisdiction. “Cortalim, Sancoale, Chicalim, Cansaulim-Arossim-Cuelim, Chicolna-Bogmalo and Velsao-Pale-Issorcim were given copies of my representation. If all panchayats have the same opinion, it would mean entire Mormugao taluka has opposed the Bill,” said Correia.
When contacted, Chicalim Sarpanch Seby Pereira said they too had received the memorandum and would put it up for a meeting to be convened soon.
