Goa Governor stunned the Goa legislative assembly when he boldly asserted that the mining industry, at a standstill since the February-March 2018 Supreme Court order, will resume operations this year while delivering his maiden address to the House on Tuesday.
“My government is very optimistic in resuming mining operations in Goa during the ensuing season thereby rejuvenating State’s economy and lives of citizens,” Malik said in his address, adding that the administration has left no stone unturned to explore all possible ways and means for the industry’s resumption.
“The government has deliberated on the issue with Union ministers on several occasions and submitted four representations so far,” Malik further said, adding that a possible alternative by amending The Goa, Daman and Diu Mining Concessions (Abolition and Declaration as
Mining Leases) Act, 1987, is suggested in as much as the law’s implementation is sought to be
made prospective in nature.
Malik also said that the State is exploring all possible lawful options to resume mining operations and has also filed a review petition before the Supreme Court to review its 2018 judgement. Mining and exports of iron ore, a crucial economic activity of the State for decades, came to a standstill after the Supreme Court in 2018 declared all leases illegal. Since then, the State government in consultation with the Centre, is exploring various options to restart the industry.
At its peak, the industry contributed almost 30 per cent to the Gross State Domestic Product.
The Governor also dwelt on the Mhadei imbroglio saying the government’s efforts are directed towards preventing diversion of the water outside its own basin.
“My Government is conscious about Mhadei, an issue which affects every Goan. Efforts of my Government is to prevent water diversion outside the river basin,” Malik said.
