The motion of thanks to the Governor’s address, a statutory legislative formality in the year’s first session the titular head of the government addresses, will this time be curtailed by a day and taken up on Monday.
Legislative Affairs Minister Aleixo Sequeira moved the motion to suspend rule 21 of the Rules of Procedure and Conduct of Business, to accommodate this break in convention, which the House passed with a voice vote.
The address of the Governor at the start of the first session each year and also at the start of the first session after every general election is mandated by Article 176 (1) of the Constitution of India and the ‘motion of thanks’ follows.
Rule 21 which was suspended following the passage of the motion moved by Sequeira on Friday deals with allotment of time for the discussion on the motion of thanks to the governor’s address.
Legislature department sources said, the discussion on the motion of thanks to the governor’s address will be taken up for two days from Monday.
Meanwhile, the House on Friday also passed by a voice vote a motion again moved by Sequeira to postpone the business listed for Tuesday to February 10.
The House will not transact any business on Tuesday, a decision the government took to tweak the schedule to accommodate the visit of Prime Minister Narendra Modi.
