New strict norms: No gratification please, this is Goa Civil Service

The recently notified rules of the Goa government’s Department of Personnel have rung in sweeping changes in the recruitment of officers for the Goa Civil Service which now includes penal provisions for those attempting to influence the process.

The rules also have for the first time, including in writing the mandatory provision that the applicant needs to be a citizen of India, which hitherto, while being taken for granted, was not among the conditions to be eligible to be a Goa Civil Service Officer.
A candidate who is or has been declared by the Commission to be guilty of obtaining support for his candidature by offering illegal gratification, applying pressure on or blackmailing, etc any person connected with the conduct of the examination is to be disqualified by the Commission and to be debarred either permanently or for a specified period, from any examination or selection or any other disciplinary action.
Other examination related malpractices including impersonation, unruly behaviour, etc are also covered under the rules and will invite action against the candidate.
Also newly added to the list of conditions now includes the condition that the candidate must be a Citizen of India and at least 21 years of age on the last date of the receipt of application. Further, now, if an officer is found to be not a citizen of India, he could be disqualified.
Further the candidates can now be selected only if their education qualifications are obtained through a university incorporated by the Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or other valid degrees like that of foreign universities or government certificates.
Under the new notification, the Goa Civil Service will have five grades instead of the earlier four with a new grade that of Senior Administrative Grade added as the seniormost grade. 
Further, now 40% of the vacancies of Junior Scale which occur shall be filled by direct recruitment; while remaining 60% of the vacancies shall be filled by promotion from amongst the officers. 
The strength of Goa Civil Service now stands as 332 with 204 specific posts in Goa govt and 128 in reserve, deputation or leave.

Another gold haul worth ` 65 lakh at Dabolim airport

The Air Intelligence Unit (AIU) of the Customs attached to Dabolim airport seized 2.532 kgs of unclaimed gold jewellery worth Rs 65 lakh concealed in three plastic bags in the toilets of a Dubai-Goa Air India flight at Dabolim airport in the wee hours of Monday.

Vasco  According to the AIU officials, the Air India flight arrived at the airport from Dubai and the officials while rummaging found three plastic bundles inside the toilets.
