Their major concerns were regarding the implementation of Dayanand Social Security Scheme (DSSS) and facilities at ART and Link ART centers. In a letter to GSACS, the forum convenor Peter F Borges said organization staff were facing problems with the officials in charge of DSSS.
Borges spoke about the poor implementation of DSS scheme for HIV positive people. He said that it had been observed that files submitted by staff of the organization were rejected most of the time with ambiguous reasons and that people in charge of the scheme were not familiar with the scheme documentation.
The forum has also suggested that GSACS should interpret gazette notifications and list out documents required for the scheme. “The application form needs revision and should include the changes in the list of documents required and also mention options in case a particular document was not available. It said that the citizens charter of GSACS should contain the details of the scheme and the time required for process and sanction. Camps for DSS scheme be organised once in three months by GSACS in collaboration with the forum,” said Borges in the letter.
As for the ART centre and Link ART center, the forum complained that facilities offered by the centres along with NGO’s should be updated. They also asked that new CD4 machines as promised should be procured at earliest.
