Observations made by the Goa Human Rights Commission that non-payment of salaries in time cannot be a regular feature and that the administration ought to give priority to the payment of salaries of the employees seemed to have not changed the bitter reality facing the beleaguered employees of the South Goa Administrator of Comunidades.
For, the 30-odd employees have till date not received the salaries of the last three months. And, they all now keep their fingers crossed whether the government will clear their salaries with just four days to go for the curtains to come down on the calendar year.
An employee lamented that the government had not cleared their salary payments of the months of September, October and November despite the fact that Goa Human Rights Commission had expressed its displeasure over the repeated delays by the government in the payment of salaries to the employees.
He recalled that the Commission had categorically stated that there cannot be two opinions that the denial to pay salaries to the employees in time amounts to violation of fundamental rights guaranteed under Article 21 of the Constitution of India to live in dignity and decency and the same would also amount to violation of human rights.
The GHRC had last month refused to accept the explanation advanced by the South Goa Comunidade Administrator, attributing the delay in making the payments to the non-availability of funds, saying the responsibility of paying the staff salaries by making appropriate budgetary provision rest with the Comunidade Administrator.
“Non payment of salary in time cannot be a regular feature. Needless to say, that the State Administration has to give priority to the payment of salaries of the employees and should obtain necessary sanction for grants well in advance to avoid inconvenience to the employees," Chairperson of the Goa Human Rights Commission Justice P K Misra, while disposing of a petition filed by the wife of an UDC Govind B Raut Desai.
Justice Mishra had expressed that the Comunidade Administration and the State government would make appropriate budgetary provisions for payment of salaries to the staff members well in advance so as to avoid repeated delay in paying salaries to the concerned employees.
Employees told The Goan that their families will again knock the doors of the Goa Human Rights Commission if they fail to get their salaries for the last four months.
