MLAs from the treasury and Opposition benches united in demanding the scrapyard policy on Friday, while the Opposition legislators accused the government of delaying action despite the seriousness of the issue.
During the discussion on the issue, Congress MLA Carlos Ferreira claimed, “There are criminals found in these areas.”
BJP’s Nilesh Cabral supported the existence of scrapyards but insisted on their regularisation in adherence to the law. “There should be a policy for existing scrapyards with proper regulations. We need to look at it holistically and find solutions. Regularisation and clear guidelines such as boundaries, etc should be the focus,” he said, adding that scrap recycling is essential.
GFP MLA Vijai Sardesai discussed the environmental harm scrapyards can cause but acknowledged their role in reducing roadside waste.
There were also calls to relocate scrapyards to industrial development corporations with Sardesai and BJP MLA Delilah Lobo, supported by others, advocating for their removal from residential areas.
“Scrapyards should be shifted to the nearest IDC. The government should prepare a policy that will be easy for both scrapyard owners and the public,” Sardesai said.
Leader of Opposition Yuri Alemao argued against blaming scrap collectors stating that without them, Goa would be dirtier. “Without regulations, the scrapyards are ticking time bombs. Both district collectors have no control over these scrapyards, which generate zero revenue for the government. A policy for scientific handling, management and disposal of waste is needed,” he said.
MLAs Viresh Borkar and Rudolf Fernandes cited a chlorine leak at an illegal scrapyard in Merces, demanding action against unregulated scrapyards. Former CM Digambar Kamat also asked for a policy at the earliest.
Earlier in his reply, Minister for Goa Waste Management Corporation Atanasio Monserrate informed the House that while the policy is ready, identifying suitable land is a major challenge. He added that once the policy is notified, the government will ensure scrapyard operators register within 90 days.
