PANAJI
When all other police stations in Goa are not to be seen taking any action on sound, air pollution and other violations by over-enthusiastic revellers during Diwali celebrations, Panaji police have shown the way by taking strict action in their jurisdiction.
Panaji police have registered two cases for damaging public property on account of digging the road for the erection of Narkasur effigies and burning of the same on the road. The police have also registered a couple of cases for bursting crackers beyond notified timings and one case for playing loud music.
The action by Panaji police comes after Goa government on November 4 issued a notification setting the timings of bursting firecrackers as per the direction of Supreme Court. As per the notification issued by Goa government, on the day of Diwali (November 6), bursting of firecrackers was allowed between 4.30 am to 5.30 am and in the evening from 7 pm to 8 pm. On other days of Diwali (between November 7 and 8), the timings for bursting firecrackers was restricted between 8 pm and 10 pm.
Acting tough this time, Panaji police have registered an offence against Mahesh Kavlekar and few others of Dhanalaxmi Apartments, Bhatlem, for bursting firecrackers at midnight, violating the guidelines set by the Supreme Court. The police have also registered a FIR against unknown persons for bursting firecrackers at Dada Vaidya Road after the notified timings.
Taking action against loud music being played late at night, a 23-year-old Belagavi youth Krishna Mutagekar was booked by the police under section 15 of Environment (Protection) Act and Noise Pollution Regulation Amendment Rule sections 4 and 5. He was found playing loud music using amplifiers.
A general case has also been registered against unknown persons under Section 336 of IPC and Section 3 of Prevention of Damage to Public Property Act for erecting a Narkasur effigy by digging the public road and also burning it on the same spot, near Kedar Hospital. Also, a FIR was registered for endangering human life because a skeleton used to make the effigy was left on the road
unattended. Another instance of a similar offence was noticed on the road leading to Madhuban circle.
