Inquiries have revealed that the full-time secretary has proceeded on leave, with the Salcete BDO handing over the charge to another Panchayat secretary.
The temporary panchayat secretary could not be present at the Assolna Panchayat ghar on Monday since she is supposed to visit the Assolna Pancahayt body only on three days, Tuesdays, Thursdays and Saturdays.
Given the situation, many a prospective candidate, who visited the Panchayat ghar with the hope of laying their hands on the no dues certificates had to return home disappointed. They said they would make the trip again on Tuesday.
Questions have also been raised whether the Secretary is the sole authority to issue the no dues certificate for the candidate or if the Panchayat is required to counter sign the certificate.
