Panel to tackle land use, regularisation

The government has constituted a 10-member panel with a brief to examine and recommend policy intervention for the sustainable use and management of land resources in the State.

The panel will be headed by Adv Ramchandra Ramani, Sr Adv Panaji, with members Adv Aires Pinto Furtado, Panaji, an expert of Portuguese Laws, Adv Amrut Ghatwal, Bicholim, Practising Advocate, Adv Pritam Moraes, Margao, Practising Advocate, Adv Prasad Naik, Margao, Practising Advocate, Siddhi Halarnkar, Director of Panchayats, Surendra Naik, Joint Secretary (Revenue), Chandrakant Shetkar, Director of Settlement and Land Records, Dr Balaji Shenvy, Archivist Publication, Department of Archives and Gurudas S T Desai, Additional Collector-I, Collectorate North as the Member Secretary.

The committee has been tasked with studying the impact of development activities on non-government land and examining issues of irregular use and unauthorised residential construction. It will explore the feasibility of proposing regularisation measures in line with public interest and legal norms. The panel will also assess long-standing residential structures built without ownership rights on non-government land and recommend legal, policy, or administrative solutions for granting ownership and regularising such dwellings, based on eligibility and public interest.

The order issued by Under Secretary (Revenue-I) Vrushika Kauthankar mandates the panel to recommend legislation, amendments, or procedural simplifications to achieve its objectives. The committee has a tenure of three months.
