Chief Minister Manohar Parrikar summoned all the heads of departments and sent out instructions to be passed on to all government servants regarding issues like cost cutting, swachh bharat, care for the environment, digitization of transactions and general efficiency by government staff and departments.
Among the instructions sent out to the heads of departments includes the decision against procuring new vehicles by government departments and hiring taxis instead as the decision would require not having to hire drivers in the department and thereby save money.
With regards to the Swachh Bharat Mission, the Chief Minister has instructed all department heads to maintain cleanliness, encourage staff to stop using plastics as well as asking the Department of Science Technology and Environment to collect the non biodegradable waste from government offices and as a measure to avoid government servants buying bottled water that the department of general administration will place clean drinking water in all government offices.
"Government servants should consider this as a personal mission and be role models for the rest of society," the Chief Minister is reported to have told heads of departments including that officials can set aside three hours a week to voluntarily adopt one vaddo in each village to maintain cleanliness effectively.
With regard to digitization, the Chief Minister has set a deadline of December 31 for government officials to issue cheques and that payments should instead be in electronic mode warning that there will be extra charges for cash payments made after March 31 next year.
With regard to efficiency, the Chief Minister has mandated that promotions should not be held back and that there should be no adhoc promotions by the end of this calendar year. The Chief Minister called for monitoring to ensure that posts like that of doctors and teachers post do not lapse with a review every five years.
He has also sought that the service guarantee act will be implemented in letter and spirit from next calendar year. He urged heads of department to attend to public grievances verify whether the grievance is genuine and inform the complainant. He also suggested the appointment of nodal officers for public grievances and a special workshop for such nodal officer who will be empowered to act under the Service Guarantee Act.
Other instructions include to all concerned department to cooperate in the government's land acquisition, implementation of Goods and Services Tax as well as to install photos of the Prime Minister and the President of the country in every government office.
In the wake of the recent fire incident at the KTC bus stand at Panaji, the Chief Minister has called for a safety audit of all old government buildings.
A similar meeting will be called in the first week of November to review the situation and the status of implementation.
