In light of the alleged rude behaviour of Dr Vishwanath Madkaikar, Chief Medical Officer (CMO) of the casualty ward at the Goa Medical College and Hospital (GMC) when on duty, resident lady doctor, Odette Lobo has filed two written complaints with the Dean of the GMC and Health Minister Vishwajit Rane.
In her complaint, Dr Lobo alleged that Dr Madkaikar was rude to her when she took her brother to the casualty ward of the GMC for treatment, going to the extent of telling her to "get out" though the complainant identified herself as a doctor.
Further, Dr Lobo alleged that Dr Madkaikar continued shouting at her at the top of his voice for no apparent reason. This took place in the presence of two lady interns and two nurses, as well as patients and relatives who were present at the time.
Dr Lobo has asked that stern disciplinary action be taken against Dr Madkaikar.
Dr Lobo also questioned how Dr Madkaikar would behave with lay patients who came to the casualty, if he was behaving with a resident doctor in the said manner.
Dr Lobo reported that she had taken her brother for an injection to the casualty ward on a Saturday, as the Urban Health Center (UHC) was closed. She approached the nurse on duty with the prescription. The nurse in turn showed the prescription to Dr Madkaikar who was "sitting on his chair busy talking to the interns."
"I spoke politely to him. Suddenly he got a fit and spoke to me very rudely," wrote Dr Lobo.
Dr Madkaikar is then alleged to have told her to go to another ward. She explained that her brother could not walk long distances as he was a congestive cardiac failure (CCF) patient.
When Dr Madkaikar continued shouting, Dr Lobo told him that this was a government casualty. Dr Madkaikar then called the hospital police to take Dr Lobo out of the casualty.
A constable present is reported to have told Dr Lobo that Dr Madkaikar was well-known for his rude behaviour. Dr Lobo stated further that she was more shaken by the incident because she was a lady, and found Dr Madkaikar's behaviour objectionable.
Dr Lobo informed "The Goan" on Saturday that till date, she was not aware of any disciplinary measure taken against the CMO, either by the hospital administration or the Health Ministry.
