The Pomburpa-Olaulim gram sabha on Sunday unanimously opposed any land-use changes under Section 39A of the Goa Town and Country Planning (TCP) Act within the village, expressing concern that such permissions could alter the demographic character of both the village and Goa.
The gram sabha resolved to write to the Chief Town Planner urging the authorities not to grant any permissions under Section 39A for any property in the village.
The resolution on Section 39A dominated the meeting, with villagers insisting that land-use conversions should not be permitted in Pomburpa-Olaulim. Members said unrestricted approvals under the provision could have long-term implications for planned development and the village's social fabric.
Another major issue discussed was the growing garbage menace and the increasing number of garbage dumping hotspots across the village.
Residents complained that the existing once-a-week garbage collection system has resulted in indiscriminate dumping of waste along roadsides and into rivers, creating environmental and public health concerns.
Villagers suggested that the panchayat increase the garbage collection fee, provided it also improves the service by collecting both wet and dry waste more frequently.
They demanded that garbage be collected at least three times a week. Responding to the demand, the Sarpanch agreed to increase the frequency of garbage collection to twice a week.
Road safety also figured prominently during the meeting. Local resident Lenny D'Cruz raised concerns over the poor condition of a recently repaired road, stating that its uneven surface has made commuting difficult for motorists and pedestrians and poses a serious accident risk.
The gram sabha resolved that the panchayat should submit a representation to local MLA Carlos Ferreira and the road contractor seeking immediate corrective measures. Villagers further maintained that if any accident or loss of life occurs due to the road's condition, the concerned authorities and the contractor should be held accountable.
