The All Goa Panchayat Democratic Forum has written to Governor P S Sreedharan Pillai drawing his attention to the non-implementation of the 73rd Constitutional Amendment in the state of Goa.
Forum Secretary and Rachol Sarpanch Joseph Vaz has urged the governor to take immediate action on the non-implementation of the 73rd Constitutional Amendment Act in Goa.
He said despite its importance, Goa has failed to effectively implement the provisions of the 73rd Amendment, resulting in inadequate representation, insufficient financial autonomy, inefficient functioning of Panchayati Raj Institutions in the state.
Demanding the constitution of a Committee to review implementation and suggest improvements, Joseph has suggested strengthening financial autonomy for the Panchayats and to initiate capacity-building programs for officials and representatives.
“It’s time for a change. Let’s work together to promote local governance and empower our Panchayats”, Joseph added in his letter.
