Effectively, the panchayat secretary and sarpanch will preside over the affairs of the panchayat for the next 25 days till the panchayat polls.
During the period, the sarpanch and secretary will be able to only issue income and residence certificates to locals.
The sarpanch will not be able to take any major decisions like issuing occupancy certificates, and wherever it requires the local self-governing body to meet and
take decisions.
But if the panchayat has already taken a resolution earlier of issuing an occupancy certificate it can execute
the decision.
Director of Panchayats, Sandhya Kamat has confirmed that sarpanchas would be appointed as administrators for the interim period before the new body is in place.
“We have moved a file to the government to appoint sarpanchas as administrators of the panchayats. The government is expected to take a decision in a day or two,” Kamat said.
In the meanwhile, many panchayats in Bardez face shortage of secretaries, as the Returning Officer has appointed them on election duty.
The mamlatdar has also deputed some of the secretaries for agriculture census work, a source in the BDO disclosed.
“In the absence of the panchayat body, the secretary’s role is all the more crucial in the panchayat. We find it difficult to replace staff,” a senior official in the BDO said.
12 nominations filed in Bardez
MAPUSA: A total of 12 nominations were filed on the first day of receiving nominations in Bardez which is home to 33 panchayats.

The highest number of four nominations was filed from Arpora-Nagao panchayat while two nominations were filed from Siolim-Marna.
One each nomination were filed from Sangolda, Saligao, Aldona, Revora, Nachinola and Parra.
