Ahead of upcoming Zilla Panchayat elections, due in December, this year, the Goa State Election Commission (SEC) has initiated the delimitation process of ZP constituencies. The term of the existing ZPs is set to end in the first week of January, 2026.
In a notification issued, SEC Commissioner Daulat Hawaldar said that the commission has initiated a process of dividing the area within the jurisdiction of North Goa ZP and South Goa ZP into 25-single member constituencies, respectively for the purpose of ensuring general elections.
The District Collectors have been appointed as Electoral Registration Officers while the Mamlatdar are set to assist the delimitation process. They have been directed to submit the draft delimitation proposal to the SEC latest by September 11 along with constituency-wise maps.
“The respective ERO/AERO shall divide the area within the jurisdiction of North Goa Zilla Panchayat and South Goa Zilla Panchayat into 25 and 25 single member constituencies respectively,” the notification stated.
The SEC has asked ERO/AERO to ensure that the Zilla Panchayat constituencies are constituted in consonance to Section 119 of the Goa Panchayat Raj Act, 1994 (Goa Act 14 of 1994 & Rules) and Rule 3 of the Goa Panchayat and Zilla Panchayat (Election Procedure) Rules, 1996.
The ERO/AERO has to utilise the Electoral Roll of the Goa Legislative Assembly currently in force as on January 1, 2025 (as the qualifying date) and published on January 6, 2025 and List of Addition, Deletion and Correction carried out during continuous updation and respect to July 1, 2025 to divide the ZP areas into territorial constituencies.
“To ensure that the geographical contiguity of all the areas in ZP constituency is maintained and each constituency is assigned a separate serial number,” the notification said.
