With the government amending the Tenancy Act and reverting back tenancy cases from the civil courts to the taluka mamlatdars, South District Collector has issued directions to the mamlatdars in South Goa jurisdiction to dispose the cases in a time-bound manner.
While the tenancy case files have still not returned back to the taluka mamlatdars, the District Collector, Anjali Sehrawat, has come out with a common format for the mamlatdars as a guide in the disposal of the tenancy cases.
Unlike in other areas, the Collector has come out with a formula wherein the taluka mamlatdar and his joint mamlatdars will take up the cases on a 1:2 ratio basis.
Take the case of Salcete taluka. With one mamlatdar and five joint mamlatdars manning the taluka office, the mamlatdar will be allotted one case, while the five mamlatdars will hear two cases each, indicating that the mamlatdar and joint mamlatdars will take up hearing 11 cases at a time and will maintain the ratio till the disposal of the last case.
In the order, the Collector made it clear that there's a need to streamline the allocation of cases to the mamlatdars for quicker disposal of the same and conduct courts on Saturdays as well to clear the backlog.
The mamlatdars of Salcete, Mormugao, Quepem, Canacona, Sanguem, Dharbondara and Ponda have been directed by the Collector to take up the cases regularly and also on Saturdays.
Besides tenancy cases, the taluka mamlatdars have been further directed to take up the mundkar as well as mutation cases allotted to their courts.
"All the mamlatdars and joint mamlatdars must expedite the disposal of tenancy, mundkar and mutation cases in a time-bound manner," the Collector stated in her circular.
Information gathered by The Goan has revealed that files of tenancy cases pertaining to Salcete taluka have not yet been returned by the civil courts to the mamlatdars.
During his visit to the South District Collectorate, Revenue Minister Rohan Khaune had said that the amendment to the Tenancy Act has now made it mandatory for the mamlatdars to dispose off the cases within three years. Besides, the Minister had pointed out the Saturday courts mooted by the government will help expedite disposal of the tenancy cases as and when the cases are returned backed to the mamlatdars from the civil courts.
