The opposition members may have made the right kind of noise and grabbed eyeballs on the first day of the Goa Legislative Assembly, but Speaker Rajesh Patnekar on Wednesday reprimanded and warned them for their conduct in disrespecting the Governor.
The Speaker warned the opposition over a breach of privilege motion for showing placards and flags to the Governor during his address to the House.
Patnekar also said prior permission has to be sought from the chair before bringing any foreign items in the House.
“It is a well-stated principle that that members must pay respect and honour due to the Governor, who is only discharging his constitutional duty. The conduct of the members who indulged in such undesirable behaviour amounts to breach of privilege of the House,” Patnekar said at the start of the business of the House on day two.
He said the conduct of the Opposition MLAs was a serious breach of privilege and warranted strong displeasure of the House.
“I warn all the members who indulged in this behaviour that they are put on notice. In future, such conduct will not be tolerated. This is the last warning,” he said.
Tivim MLA Nilkant Halarnkar had moved the breach of privilege motion against the opposition members for displaying black placards and flags to the Governor on day 1 of the Goa Assembly Session.
It may be recalled the opposition members wore black bands and held aloft placards with anti-coal slogans while Governor Bhagat Singh Koshyari was delivering his address to the House on Monday, the first day of the winter session of the legislative assembly.
