Chief Minister Pramod Sawant said that the government will enact a special law to legalize unauthorised houses located on comunidade and Alvara land in the state.

The foundation stone of a multi-purpose administrative building, to be constructed at a cost of about Rs 60 crore, and a planned 600-seat art hall, was laid by Chief Minister Pramod Sawant.

On this occasion, Bicholim MLA Dr. Chandrakant Shetye, Mayem MLA Premendra Shet, Mayor Vijaykumar Natekar, former Speaker Rajesh Patnekar, District Collector Yashaswini B, Managing Director of Goa Sadhan Suvidha Board Harish Hadkon Kar, Sub-District Officer Nehal Tala Vane Kar, District Panchayat President Shankar Chodankar and other officials were present.

The new administrative building will provide the public with better quality facilities and house all government offices under one roof.

The Chief Minister also said that a well-equipped, high-quality art hall with a seating capacity of 6,000 spectators will be built in this building, fulfilling the long-standing demand of the residents of Bicholim.

With the increasing urbanization and expansion of other facilities in the city, a sewage treatment project is necessary in this area and there is a need to plan for it in the coming time.

The Chief Minister said that it is necessary to create a master plan in Bicholim, taking into account the planned administrative building and other schemes, and the government is trying to promote development accordingly.

This project in Bicholim is the first project of an integrated nature. The people of Bicholim and Mayem constituencies will be provided with good facilities here.

Many government offices in the taluka are on lease, and after this building, all offices will be shifted to government premises.

The Chief Minister said that arrangements will be made so that when Mundkar's cases are brought to the Mamlatdar's office, lawyers should not be brought there and the authorities should resolve the matter.

"Our government is working with a vision of planning for the next 25 to 50 years. This building in Bicholim taluka has been designed for the next hundred years, while the water project at Sal Dhumase has been designed for the next fifty years," said the Chief Minister adding that the government is making special efforts to ensure that there is no shortage of water in the future.

The Chief Minister said that while improving the electricity system, the underground power cabling system is nearing completion.

Speaking on the occasion, MLA Dr. Chandrakant Shete explained that he is happy that the dream of many years of Bicholim is about to come true by constructing a well-equipped art building in the planned administrative complex.

MLA Premendra Shet's long-standing demand for Kala Bhavan will be fulfilled under the guidance of the Chief Minister.

He said that the new complex and all the administrative offices under one roof will provide better facilities to the people.

District Collector Yashaswini B. gave information about the government complex in her welcome speech. Deputy Collector Talwankar proposed vote of thanks.
