In an interesting development, the Salcete Block Development Officer, Nimisha S Fal Desai has issued an stop notice on Wednesday to stop work on the petrol pump construction at Dicarpale in Davorlim village.
While issuing the notice to forthwith stop the construction of the illegal structure, the BDO has asked one Santosh Ramnarkar to produce the necessary documents if any within seven days failing which it shall be presumed that he has nothing to say, warning that further course of action shall be initiated against the said illegal construction as per the provisions of the section 66 of Goa Panchayat Raj Act, 1994.
Velim MLA Cruz Silva has welcomed the BDO’s action saying the work on the petrol pump was being carried out without the legal permissions.
He recalled that the petrol pump construction issue had dominated the gram sabha of Davorlim village Panchayat on February 26 when members had demanded a stop to the construction activity. “People from Dicarpale along with the Panchayat member had approached me after which I filed RTI applications seeking information from the TCP and other authorities”, he said.
Cruz further pointed out that the documents showed that the construction started on the plot of land when the panchayat has not issued the license. He further said the TCP too has clarified that the Town Planner had refused to give the nod for the construction.
“Since the Davorlim Panchayat did not issue the stop work order to the construction, we preferred to file a plea before the BDO”, he said, while expressed satisfaction that the BDO has issued the stop work order to the party.
The Velim MLA said this is the third such instance reported in the constituency wherein the parties have commenced work on hill cutting at Sao Jose de Areal and in Chinchinim without obtaining the legal permissions. “This has to immediately stop. I will raise the issue in the ensuing session of the Goa Legislative Assembly”, Cruz added.
