Getting permission for a new building construction will soon be more simplified and a less time-consuming process as the Town and Country Planning Department has initiated steps to acquire a computerized system which will manage the whole system.
TCP department has floated the tender seeking bids from software developers to set up the system and maintain it.
The tender was floated through the State-owned Goa Electronics Limited (GEL) which invited technical bids for Design, Development, Implementation, Training and Maintenance of Software for Automating the Building Permission System.
The system will be referred to as Building Plan Approval Management System (BPAMS).
TCP along with Planning and Development Authority (PDA) and Goa Industrial Development Corporation (GIDC) will be the prime users of the system with GEL as the Project Monitoring Unit for one year on behalf of TCP.
In the present manual system, granting approvals for construction of a building involves many agencies and departments and the applicant has to personally visit each of these to get the file approved.
It takes time for getting all approvals and automation is expected to save time and cut the bureaucratic red-tape.
The application is received manually by TCP/PDA/GIDC, following which the plan is manually scrutinized for compliance of all the rules and regulations under Goa Land Development and Building Construction Regulations, besides relevant provisions of various Acts pertaining to building bye-laws. Compliances are recorded manually and communicated to the applicant for necessary action.
With the proposed computerized system, chances of human error will drastically reduce, a top TCP official said. This system will also help in tracking the progress of the approval process, both internally for the department as well as for applicants.
TCP, PDA, and GIDC in their respective area of jurisdiction give permissions based on Goa Land Development and Building Construction Regulations, 2010, which are frequently updated with amendments.
The new software which the TCP department is now proposing to adopt will also help decision-making processes to become more efficient and effective.
Also, the software solution will be introduced across all offices and sub-offices of TCP, PDA and GIDC as well as related departments.
Town and Country Planning Department, Planning and Development Authorities, Goa Industrial Development Corporation, Village Panchayats, Municipalities, Fire and Emergency Department, State Archaeological Department, ASI, Government of India, Forest, Agriculture, Public Works Department, Goa State Pollution Control Board, Goa Coastal Zone Management Authority, South Central railways, Captain of Ports, Goa State Environment Impact Assessment Authority, Civil Aviation Naval Authorities, Directorate of Health will all be linked to the system.
