In sweeping decisions, the Town and Country Planning Board on Thursday reverted to itself the responsibility of preparing the Outline Development Plans (ODPs) of Panaji, Mapusa, Kadamba plateau and Mormugao instead of the respective Planning and Development Authorities (PDAs).
Some other significant decisions taken at Thursday’s TCP Board meeting include granting transferable development rights in respect of private forests and low-lying areas, preparing local area development plans for fast developing towns and villages.
These decisions were made public in a Facebook post by Town and Country Planning Minister Vishwajit Rane.
Some other decisions of the TCP Board as Rane's FB post says are as regards to the suspended ODPs of Calangute, Candolim, Parra-Arpora-Nagao and Mormugao, final decision shall be taken within 10 days, ie. after receipt of the review committee.
A report will also be sought from Mormugao PDA regarding the issue of change in zones affected for Zuari Agro Chemicals Ltd and thereafter necessary action will be initiated.
GLDBCR-2010 shall be amended to revise the regulations prescribed for auditing of buildings post occupancy and time limit to conduct such audit shall be extended for more than 5 years.
These powers are now vested with local authorities only and the same powers shall now also be given to TCP Dept/PDAs for effective implementation.
The Board also resolved that parking regulations shall be revised to encourage additional parking provision by exempting additional stilt floor from FAR calculation. At present, only one floor is exempted from FAR calculation.
Provision of amenities such as toilets, rest room, etc. shall now be made compulsory for housing projects for the benefit of security personnel, drivers, etc.
There are several properties for which zones are not earmarked, due to cartographical errors and the same shall be corrected by assigning proper zones.
All heritage sites as mentioned in the regulations shall be earmarked on Regional Plan and a development control line/regulated area around these monuments as prescribed under various provisions of law, shall now be marked on the RPG-2021 for clarity purpose.
