The villagers of Tivim on Sunday unanimously resolved not to issue no objection certificates (NOCs) to developers unless they handover the open space to the panchayat for development and the cost of transfer of the open space should be borne by the developer.
The villagers also raised the issue of bad roads, wasteful expenditure in purchasing of morgues and non-installation of speed breakers on the main roads during the gram sabha meeting on Sunday.
Tivim Sarpanch Arjun Aroskar presided over the gram sabha along with panchayat members and secretary.
A local Nilesh Salgaonkar informed that the developers were taking the local body for a ride while developing the open space and many times the open space was used to provide additional facilities.
“Henceforward every developer should be asked to handover the open space to the panchayat for development of a garden or other leisure facilities for the residents of the area. The pancahayat should not issue an NOC until the developer obliges with the condition,” Salgaonkar said.
It was also decided that the developer should pay the cost of transfer of open space to the panchayat.
Another resident, Robert Colaco told the gram sabha that a provision of Rs 3 lakhs which was made for sports in the last budget was not utilized and suggested that panchayats should organise various tournaments in the village.
Colaco also inquired about the progress of development of the Tivim football ground.
Sarpanch Arjan Aroskar said that e- tendering process for development of Tivim ground has been floated and bidders have also submitted their quotations.
“Once the entire process is completed the work for development of the football ground will be taken at a cost of around Rs 40 lakh,” Aroskar said.
He also assured that the work will be completed within a period of 90 days.
Raising the issue of installing of the speed breakers and painting of zebra crossing on the main Tivim road, Colaco said the inspection was done in November last year but so far nothing was done.
“It’s a sad story that even after nine months nothing has been done on this crucial work. The students are facing a hard time while crossing the road,” Colaco said.
He further brought to the notice of the gram sabha that since the 108 ambulance was stationed ad Casarvanem it was taking a long time to reach Tivim and suggested stationing the ambulance either in Mapusa or Assonora.
“Recently two incidents took place wherein the 108 ambulance took almost 45 minutes to arrive and attend to the patient,” he said.
