The Tourism Department will now leverage technology to identify illegally sublet shacks on the coastal belt. Tourism Minister Rohan Khaunte conceded that several beach shack operators have been misusing the system by illegally subletting their structures to non-licensees, including non-Goans.
Speaking to reporters on Wednesday, the minister revealed that these operators avoid any formal documentation to evade detection. However, the department will now use technology to monitor and penalise violators.
“Nowadays, subletting happens without paperwork, making it difficult for us to act. Hence, we will introduce technology-driven monitoring to track shacks and ensure compliance. Those found guilty of subletting will face strict penalties,” he warned.
The minister further stated that it is the responsibility of shack operators to run their businesses as per the licence.
“We are very clear that shacks should not be sublet. The Tourism Department has fulfilled the demands of shack operators, right from issuing licences and allotments before the start of the season to freezing fee hikes. We formulated the policy based on their requirements and supported their business, provided they operate it themselves and do not hand it over to non-licensees,” he stated.
The penalties for violations include a fine of Rs 25 lakh along with licence revocation and other consequences.
Referring to the fatal assault at Arambol, Khaunte confirmed that shack operator Manuel Fernandes had illegally sublet his establishment, Sea Lounge Beach Shack, to a native of Himachal Pradesh. “We have already taken action against him, and more violators will face similar action,” he asserted.
He also cited another incident where a shack that caught fire had been sublet to a businessman from North India. “There are many applicants on the waiting list for shacks and they deserve an opportunity. Those violating the policy will face strict action...The Shack Owners Association has assured us that they will report any illegal subletting,” Khaunte added.
