The United Goans Foundation has filed a petition before the Vigilance department demanding a thorough probe into the award of tender to Green Globe (Self Help Group) for door-to-door waste collection in the seven municipal wards by the Margao Municipal Council by allegedly violating the established norms.

In the petition, UGF President Dr Aashish Kamat has further demanded registration of a FIR against the government servants, including the Chief Officer and individuals under the provisions of the Prevention of Corruption Act.

It has also sought registration of FIR against members of the Green Globe SHG under the Indian Penal Code for criminal conspiracy and involvement in a bid to cheat the exchequer.

In his complaint, Kamat claimed there have been severe and planned lapses in awarding of the tender, claiming it was not awarded to the lowest bidder as per law and a local entity without experience and credentials was considered, which is a clear indication of alleged malafide intent and favouritism.

Alleging that the whole tender was manipulated and undertaken with ulterior motive, Kamat pointed out that as per the NIT, it is for reputed labour contractors, asserting that a self help group does not fall under the category of contractors.

He further said the Green Globe (SHG) which participated and was subsequently awarded the tender had failed to submit the mandatory required documents/information as mentioned in the tender form terms for

successful qualification specifically pertaining to GST, EPF, ESIC etc.

“The agency submitted only a certificate of registration which was issued on September 6, 2018 which is just one day prior to submission of tender document which was scheduled on September 7,” he added.
