Tensions are escalating in Tivim as villagers have come forward with serious allegations against certain Gaunkars of the Tivim comunidade, accusing them of using threats and intimidation to suppress objections against the private university project proposed to be built on comunidade land.
Several concerned villagers have raised the alarm, claiming that a small but influential group of Gaunkars are attempting to stifle dissent and prevent the local community from opposing the project.
Villagers allege that intimidatory tactics are being used against those who have started asking uncomfortable questions about the development.
“We are being asked not to file any objections and are being warned of consequences if we do. They don’t want us to speak out against the project. It’s like they are trying to force us into silence,” said one villager, who wished to remain anonymous for fear of retribution.
The villagers assert that the secrecy surrounding the proposed private university has raised concerns, leading many to question the transparency of the process.
“There has been little to no communication about the specifics of the project,” said another local resident.
“We don’t know what will be built, how much land will be used, or how the project will benefit the local community. It’s unsettling, especially given the size of the land involved,” he added.
Most Gaunkars appear to be in favour of the project and are reportedly using their influence to quiet any resistance. This has caused unease within the community, as many residents feel that decisions regarding such land should be taken democratically, with the consent of all stakeholders.
Despite the pressure, a growing number of villagers are beginning to speak out.
“We will not be cowed by these threats. This is our land, our village and our future. The community has a right to know what’s being planned and we will not allow a handful of individuals to dictate terms to us,” said a vocal opponent of the project.
Local leaders and activists have also expressed concerns, warning that the proposed development could have long-term implications for Tivim’s heritage and environmental balance.
They argue that a project of this magnitude should be undertaken only after comprehensive consultations with the community and thorough environmental impact assessments.
“We want the government to take note of what’s happening in Tivim. People are being intimidated for simply asking questions. This is not how development should happen,” said another villager.

MAPUSA: As the controversy surrounding the proposed private university project on comunidade land intensifies, the ruling group of the Tivim panchayat has publicly expressed support for the villagers, stating that the issue will be discussed during the ordinary Gram Sabha expected in the second week of October.
However, some villagers claim the panchayat’s stance is far from genuine, alleging that local leaders are secretly aligned with the comunidade and working against the community’s interests. In an official statement, the panchayat has sought to reassure the public, insisting that they are on the side of the people.
Shivdas Kambli, a former sarpanch and current panchayat member, addressed the concerns.
“The issue is about the sale of land that belongs to the comunidade. But we are with the people of Tivim. The panchayat made sure that a notice was issued to the public to raise objections or suggestions regarding the project,” Kambli said.
Despite this reassurance, many villagers remain sceptical, with several alleging that the panchayat is working in concert with the gaunkars of the comunidade who are pushing for the private university project. “The panchayat says one thing in public, but we know they are aligned with those promoting the project. This is not what the villagers want,” said one resident, speaking on condition of anonymity.
Villagers demanding more transparency had called for a special Gram Sabha to discuss the project in detail.
However, Kambli stated that the issue could be addressed during the ordinary Gram Sabha in October.
“We want to do what the people of the village desire. We are fully backing the sentiments of the villagers,” he reiterated.
Attempts to contact Sarpanch Venkatesh Shirodkar for comment on the issue were unsuccessful.
As tensions rise, the outcome of the upcoming Gram Sabha is eagerly anticipated by both supporters and opponents of the project.
Many villagers are hoping that the panchayat will take a clear stand that reflects the will of the people, while others remain wary of potential behind-the-scenes dealings between the panchayat and the comunidade.
