“Regional Plan will be drafted based on a clear cut land use policy, which will be drafted first. It will be the principle of the regional plan - how to allow a particular land to be used, what are the principles of considering a land for a settlement, non settlement, all these aspects will be first laid down,” Parrikar said.
“Some of these aspects were laid down earlier but a lot of things have changed. Because a CRZ different notification came into the picture, then, wetland authority, Biodiversity Act, all things will be considered in the land use policy,” Parrikar said adding that the Regional Plan would be drafted with the year 2030 in mind because 2021 is very near.
Parrikar was also keen to stress that the policy of Transfer of Development Rights, first mooted by TCP Minister Vijai Sardesai, would be out in the public domain by July, but stressed that the government seeks to adopt such a policy in Goa where those who cannot develop their land either because, it is a private forest or in the CRZ area or for any other reason can sell their development rights to other receiving areas where they can get higher FAR.
Parrikar also suggested that development rights could be traded just the way company stocks are traded and that a stock exchange could be set up in Goa to trade such rights.
TDRs are practised around the world and even in neighbouring Maharashtra where planners ensure that there are open spaces and eco sensitive lands are maintained while in other locations the builders are allowed to build higher.
