Goa govt orders boundary freeze of administrative units ahead of 2027 Census

PANAJI: The Goa government has announced a complete freeze on the boundaries of all administrative units from December 31, 2025, as part of preparations for the upcoming Population Census 2027. 

The notification, issued by the Directorate of Planning, Statistics and Evaluation under the Department of Planning, mandates that no changes will be allowed to the boundaries of municipalities, revenue villages, tehsils, sub-divisions, or districts after the cut-off date. All modifications or realignments must be finalized and implemented before December 31, 2025, and once frozen, these boundaries will be used for the Census 2027 operations.

The directive follows the Government of India’s declaration on conducting the next population census, with Goa republishing the intent notification in its Official Gazette on June 20, 2025. 

Census operations in the state will be carried out in two main phases. Phase 1, the House listing and Housing Census (HLC), is scheduled to begin on April 1, 2026, while Phase 2, the Population Enumeration (PE), is planned for February 2027. The reference date for the Census 2027 in Goa will be March 1, 2027.
