BIO-METHANATION PLANTS: Margao council chief sends minutes of approval meet to CO

Margao Municipal Chairperson Pooja Naik on Wednesday submitted to the Chief Officer the minutes of the meeting which had approved the seven bio-methanation plants with a plea to send the proposal to the Director of Municipal Administration (DMA) for administrative approval.

While the Chairperson has expressed her confidence that the Chief Officer will forward the bio-methanation plants proposal to the office of the DMA for administrative approval, questions are being raised in the corridors of the Civic body whether the minutes can be treated as confirmed or not.

Pooja has claimed that the minutes of the ordinary meeting held on Thursday last are confirmed in the sense that the Council had confirmed the decision of the Standing Committee that had earlier decided in favour of the bio-methanation plants “Today, I consulted vice-Chairperson Tito Cardozo and other Councilors just to find out whether the minutes of the meeting that had approved the bio-methanation plants required further confirmation at the next meeting scheduled earlier next week”, Pooja said, adding that the Councilors were of the view that since the Council has confirmed the decision of the Standing Committee, the decision taken at the last meeting is as good as confirmed.

Chief Officer Agnelo Fernandes nor other Civic officials preferred to comment on the situation, saying the administration will take the decision as per the rules.

Sources in the know informed that the Chief Officer can seek further clarification from the Municipal Chairperson on the confirmation of the minutes of the meeting held on last Thursday or forward the minutes and the proposal to the DMA’s office for administrative approval with a note of the situation on the minutes.

The proposal on the bio-methanation plants needs to be accorded administrative approval by the government before the Goa Waste Management Corporation works out the exact estimates of the seven bio-methanation plants proposed to be set up by the MMC at Sonsodo.
