Congress has flayed the promulgation of an Ordinance to amend the Goa Municipalities Act, saying it is meant to "create scope" for corruption.
Convenor of Congress Media Cell Trajano D'Mello said the ordinance be discussed and debated.
"There are many Goan families who are lessees of civic bodies and run businesses for the last many years. But now according to the new rule the shops which were run by grandfathers, their grandsons may not get long continuity. It could be extended only up to ten years," D'Mello said, adding that Goans will be deprived of businesses, which would go to non-Goans.
He said it will give those in government scope for corruption and added that the Ordinance by using terms like 'holder', 'family' among others which formerly were referred to as 'blood relations' has given rise to more confusion rather than clarity.
D'Mello said sub-letting to third parties done illegally is being proposed to be regularised which is clearly a motive for corruption.
He demanded the ordinance be recalled and instead the amendments discussed and debated in the forthcoming Assembly session.
