With complaints galore on the mutation process followed by the taluka Mamlatdars giving scope for agents to fleece gullible citizens, the district authorities have decided to come out with a Standard Operating Procedure (SOP) for processing of mutation forms and to make the Help Desk functional.
A joint meeting of senior revenue officials, Salcete Sub-Registrars and representatives of the South Goa Advocates Association held on Tuesday resolved to streamline the mutation process and give relief to the beleaguered citizens.
The meeting presided by the District Magistrate and Collector Asvin Chandru, and attended by Additional Collector Srinet Kothwale, Additional Collector Uday Ram Prabhudessai, Sub Registrars Suraj Vernekar and Kiran Mesta and other officials, besides president of South Goa Advocates Association Adv Prasad Naik, discussed a host of issues aimed at streamlining the mutation process.
While the authorities promised to make the Help Desk functional, the revenue officials have mulled mutation camps to dispose of the pending cases.
It was also discussed to come out with a SOP for processing of application for mutation and to bring the same under the ambit of Goa (Right to Citizens to Time-Bound Delivery of Public Services) Act, 2013. A notification to this effect will be issued shortly.
The revenue officials discussed with the Sub-Registrar of Salcete Suraj Verenkar and Kiran Mesta in respect of the files sent from the offices of the Sub Registrars to the office of the Mamlatdars.
After much discussion, it was decided to hold joint meeting with Technical Team of NIC who have designed the DHARNI software for mutation to find out the technicalities faced on such files sent from Sub-Registrar to Mamlatdar.
It was also discussed that fresh NOC should not be insisted by the Mamlatdars if the same is already mentioned in sale deed. In this respect, it was proposed to bring an amendment to the rules.
Besides, the meeting also discussed the long pending issue of handing over of the room allotted to the advocates. The authorities informed that a new room will be allotted to the advocates within a period of 30 days.
As far as the agents are concerned, it was agreed that no agents will be permitted to file and/or deal with any Staff of the Mamlatdar as far as mutation and/or any other issues are concerned.
SGAA president Adv Prasad Naik also informed that the need of the hour is to strengthen the entire system so that agents don’t take undue advantage of the system and influence the mutation process by collecting huge amounts from the public.
The high level meeting arranged by the district revenue officials comes against the backdrop of the memorandum submitted by the South Goa Advocates Association to the district Collector highlighting the discrepancies in the mutation process causing hardships to the general public.
